Visa Exemption Agreement Between Vietnam – Russia

The Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Russian Federation outlines the travel conditions for citizens of the two countries. This agreement was signed on October 28, 1993, and became effective on February 20, 1994. Additionally, there is a Note that amends and supplements the Agreement, which became effective on January 2, 2005.

  • Diplomatic passport and official passport holders are exempted from visas for a temporary residence period of up to 90 days. This period can be extended for a maximum of 90 days in case of a legitimate reason or an official request.
  • Diplomats, consular officials, and officers of international organizations and agencies who are stationed in each other’s territories under agreements between two governments, as well as their family members who hold diplomatic or official passports, are exempt from visa requirements for the duration of their working term.
  • Seafarers who hold seafarers’ passports and work on ships of one party are permitted to enter the territory of the other party without a visa. They can leave their ships and stay temporarily in the territory of the other party. However, if they travel by other means of transport through the territory of the other party, they will only be exempted from visas if their seafarer’s passport clearly states the purpose of their trip and destination. Citizens of the Russian Federation can stay in Vietnam without a visa for up to 30 days if they hold Seafarers’ passports that allow them to do so in accordance with current regulations.
  • Flight crew members and citizens of both parties are exempt from visas for stays up to 30 days.
  • Diplomatic missions, consular offices, and authorized agencies of one Party shall issue visas to citizens of the other Party without collecting consular fees.
  • Visitors who are invited by members of diplomatic missions and consulates can obtain a visa free of charge within 3 working days. The invitation letter must be confirmed by the relevant representative agency. The visa is valid for multiple entries and exits, and it expires after 3 months.

Note

The government of Vietnam has recently declared that citizens of Russia are no longer required to have a visa for entry into Vietnam. This new regulation means that Russian passport holders can now travel to Vietnam without the need to obtain a visa in advance, for stays of up to 45 days.

The government of Vietnam has recently announced a unilateral decision to exempt citizens of Norway from requiring a visa for entry into the country. This new regulation means that Norwegian passport holders can now travel to Vietnam without the need to obtain a visa in advance, for stays of up to 45 days.
